Established in September 1997 to advises Government on action to ensure that regulation and its enforcement are:

- Proportional
- Accountable
- Consistent
- Transparent
- Targeted

BRTF does this by carrying out studies of particular regulatory issues.  Proposals are discussed with key organisations and individuals,  as well as with Ministers and Government Departments.  Reports are sent to relevant Ministers for their response.  The PM has asked Ministers to respond to reports within 60 days.

BRTF also utilise a variety of techniques including conferences,  meetings with stakeholders and pressure on Ministers.
