The questions you see on proposal and other forms about previous insurances and claims are there for a variety of reasons - but mainly because your insurance company wants to make sure you are the sort of person it wants to give a policy to. 

If you have lots of previous insurance companies you might be difficult to deal with.  If you have lots of previous accidents or claims,  you might be accident-prone or dishonest. 

CUE is the database to which all insurance companies report their claims so that when you apply for a new policy your new company can check up on you.  It also prevents one person from making several claims for one loss - an insurer would quickly realise that other companies were paying the same claim.

CUE contains fairly detailed information,  and any individual policyholder can ask to see what information is held.
