Stated at the wings using a mock ring, beads are added over inverted chains (see "New Dimensions in Tatting" by Haan-van Beek). 
The head is worked next with beads on the core thread for eyes, then an unflipped ds into a chain with long picots for the legs ending with beads on the auxiliary thread for the tail

An ideal pattern for emptying shuttles & using up them odd beads :-)

     #20 thread total 2 yards
     Picot size for wings is dictated by thread & bead size…
     Beads 20 for wings, 2 for eyes and 5 for body

     Load 7 beads on Sh#1 thread & wind 2 shuttle CTM
     Sh#1 two foot & Sh#2 four foot


First Wing worked with front side tatting (1,2) & used reverse ds for head (2,1)
  Ch: 4 --- <2 ---> 4 times, 12 tension
Lay in helper thread to aid joining later (see NOTATION file)

  Ch: <+ 2B picot join> 5 times, 4 + ( start)
using helper thread to produce a false ring

Second Wing Lay in helper thread to aid joining later
   Ch: 6 --- <2 ---> 4 times, 12 tension
   Ch: <+ 2B picot join> 5 times, 6 + (start) using helper thread to produce a false ring
Work 2nd half stitch to lock this wing in place

Head bring 2 beads up from Sh#1
R: 4 B 2 B 6 clr RW
Turn head upside down & work a larks head knot (AKA encapsulating) over gap that appears between head & wings, thus producing a "neck"
Legs drop Sh#1 & release last beads
   Sh#2 Ch: 2 --- 1 --- 1 --- 1

Tail continue with chain
  Ch: <B 1> five times, 3 tension very tight to curve tail

Work lock stitch & cut to form brush at end of abdomen

Finishing  cut 3 long picots for legs
