Chairs of Early Years & Childcare Partnerships:

The Partnerships are also trying to link up nationally. Contact Norma Raynes (tel: 0161 976 3769) or Dave Sutton to add to list. Full contact list due from DfEE/ NEYN in January 99.

It is increasingly apparent that many "partnerships" are effectively chaired by LEA nominees, with verbal "commitments" to find an independent Chair in due course. Officers already have Early Years Co-ordinators Network co-ordinated by NCB. This page will focus on trying to provide links for non LEA Chairs.  We need to

ensure Partnerships have some formal input nationally to DfEE at an early stage.
ensure Partnerships have the ability to network properly. This needs to be adequately funded and cut through the way some London based organisations appear to be favoured by DfEE.
facilitate direct networking between Chairs - to avoid reinventing the wheel.

There are also a number of key issues emerging which need to be addressed centrally:-

POLICE CHECKS: We cannot wait over two years for an effective system. All Partnerships need to be lobbying their MP's & Chief Constable for earlier action. (The VOCS system is creaking and we need ALL those involved with children to have prompt accurate checks made.
FUNDING: We have the DfEE relying on the "mirage" funding of SSA's - which is so complicated it leaves the money going into Council coffers with no direct relationship to what is actually going on in practice. The Guidance also puts money though the LEA leaving ultimate control with...
A MEANINGFUL PARTNERSHIP?: There is growing evidence that without tighter guidance or ring fencing many Councils simply intend to use the new money to employ their own Development Officers and even fund their own advice/ information service - apparently without regard to the detailed guidance.
