SSA - Council Grant Settlement

The 1998/99 the Government introduced an "Under 5's SSA" for the first time. This was £9.605 million in Bristol - going mainly towards the cost of Nursery Schools, Nursery Classes, and of 4 year olds in Reception Classes. A detailed reconciliation is still being undertaken.

Information on the 99/2000 settlement was announced 2 December 1998.  Initial headline figures show an under 5's SSA of £10.367m for Bristol (i.e. an increase of 7.93% or £762k). Adjoining authorities:-

BANES:                     £3.455m
South Gloucestersire: £5.926m
North Somerset         £3.756m

Do however remember that SSA is what the Government thinks should be spent - in practice actual expenditure varies (with Bristol already spending some 12% more than SSA on Education and some 20% more than SSA on Social Services).

There is also a Social Services Childrens SSA (of circa £8m for Bristol) for 99/2000 for children under 8.

Overall the 99/2000 Bristol Education SSA is £134.265m - up 5.07% from £127.784m in the current year. Overall Bristol has a 4.5% increase in SSA (from £292,700m to £305,858m). If the expected £25 hike in Council tax does not take place, then pressure will remain on budgets.
