CAMPAIGNS   (a personal view of the Bristol Chair)       

The main issues to campaign on outside Bristol are :-

We can't wait 2 years to get a faster thoughput and support for the creaking VOCS system. This is presently an Achilles Heel to expansion proposals! Paul Boateng responded to Doug Naysmith MP saying the delay arises from using pfi (Private Finance Initiative!!!)

The DfEE promises that the Under 5's SSA/ RSG grant to Local Councils will provide the resources. In practice its not ring-fenced, and most Councils are quite happy to ensure its not fully understood. We need ringfencing & transparency. It is also geared to encouraging only part-time places. Bristol is already spending 20% over under 5's SSA so...

80-00-00.gif (1007 bytes) A NATIONAL VOICE FOR "TRULY INDEPENDENT" PARTNERSHIPS 
We need to have a voice directly into the DfEE to prevent any more crazy timescales. We need to share experience through networking - starting with Partnership Chairs. We need action to be taken where the local Partnership is little more than tokenism. We need guidance to prevent local Councils simply running the Information Service or Development side wholly themselves. We need to help make the 3 nationally funded (why not CHICs?) accountable.

80-00-00.gif (1007 bytes) FOR A PROPER THREE YEAR CURRICULUM, BASED ON GOOD QUALITY NURSERY/ SUPPORTIVE PLAY, FOR AGES 3 to 6.
We need to tackle the pressures on Reception Year from Baseline Assessment and Literacy Hour. We need to move towards better adult/ child ratios and minimum non-contact time expectations.  This "Foundation" key stage (NOT Key Stage zero!) needs to focus on building childrens creativity and confidence. (See recent TES report and QCA consultation document). Following this through we need a national agreement to improve the working terms & conditions of all childcare, nursery and other workers. Quality means valuing staff, paying them well, and getting stability. See latest High/ Scope Research project.

These are just some of the issues I see (and raised with me) as Chair of the Bristol Partnership. Sorry I don't at present have the time to develop managed mailing lists or discussion lists around these issues to encourage a more structured & open debate. But do send me comments which (if you are agreeable) I will add.

  OTHER CAMPAIGNS

To get all Local Authorities to adopt Article 31 of UN Convention of the Child. This needs to be followed through into basic good practice on Parent's & Children's Rights in all our settings.

Other local issues we will be seeking to tackle include:-

Greater flexibility over admissions - especially with very young 4 year olds. (See new admissions policy). The possibility of "deferred entry" is welcomed - but who pays to keep the places vacant?
Sorting out a workable, effective (and cost effective) Partnership structure (based on debate at Awayday in Nov 98).
Investing more resources in the Bristol Standard and in Childminding Network support.
Developing a voluntary register for nannies as part of promoting quality. We don't think they can just be left out. But it will take time to promote it as good practice.
Getting more employers to use personnel policies which are "family friendly". This will use interest in Childcare Tax Credit to push the BAND voucher scheme.
