Present: Mike Hindley, Jon Brookes, John Lindfield, Catherine Penhaul, Anthony Penhaul, Mark Pilcher, Hetty Whitelock

Presentation: What is Planning - Roger Harnett.
  • Roger Harnett from PDC gave an informative and interesting Planning Presentation. Items covered included the reasons a Planning Application can and cannot be refused and who may make a planning application. Handouts were made available to all and questions were taken. Zennor is not an area targeted for affordable housing, affordable housing in St Ives would be available to neighbouring Parishes. Questions on Barn Conversions, and Hedging and fencing were also answered.
Matters Arising:
  • Tetra Mast - M Hindley has heard that an application for a mast is to be made but the site is not yet known. Consultation with the public possibly at the Village Hall has been mentioned but no date arranged as yet.
  • The grant for Parish Boards has been agreed and it was decided to discuss this at the end of the meeting.
Planning:
  • Planning Application 05/H/0037 - Internal Alterations - The White House will be considered at the May meeting as it has not yet been advertised.
  • A planning application 05/P/0341/F - Use of Land at Boswednack as Exercise Area & Paddock - Mrs D Jackson has been received and also notice of an appeal against refusal of application for a Sand School at Boswednack. Mr Edwards spoke on behalf of Ms Jackson with regards to both the Appeal and the new application. Comments were heard from the floor and a sample of the new type of sand aggregate to be used was shown. Councillors were asked to comment on the new application. The application was refused on the same grounds as the previous plan as they were identical. The application was thought to be unneighbourly and there are concerns over noise and airborne debris and sand.
  • An application for time limit extension by Mr and Mrs Baker has been withdrawn.
  • A letter from a Parishioner was read with regards to concerns about the sale of the bungalow Bosvean. Jon Brookes to write to the National Trust on behalf of the Parish Council.
Finance:
  • E-mail confirmation of the Precept payment has been received. MW to check bank statement.
  • An invoice for work on the website by J Gourley was approved. 01-0405
  • An invoice for clerks fees was approved. 02-0405
  • The audit of accounts for 2004/2005 is now requested. Maggie Whitehead to prepare for the next meeting.
Parish Paths
  • The latest PAROW minutes and Agenda have been received. Jon Swannel attended the meeting and noted that Zennor were praised for their paths.
Transport:
  • Jon Brookes attended the Community bus launch and has some leaflets that will be left in the Village Hall.
Correspondence:
Various items of correspondence were considered including:
  • A letter from The M&CTI requesting a representative from Zennor or Towednack Parish Councils. MW to contact and request single representative for each Parish and copies of minutes.
  • Parish & Town Council Conference - MW to contact J Swannell to see if he can attend.
  • The PDC Budget
Meetings:
Next meeting of Zennor Parish Council - 10th May 2005
 
Any Other Business:
  • With regards to The Information Map boards it was agreed to set up a sub group comprising A Penhaul, J Brookes, J Lindfield, C Penhaul and J Swannel to deal with this as timescales are short and invoices must be submitted by end July 2005. The group will report back at the next meeting.
  • Jon Brookes advised the meeting of the 'Tomorrows Heathland Heritage Project'. There is funding for West Penwith and comments were requested for publicising this. It was noted that previous drop in days have proved popular.
  • J Lindfield has had no response to his letter re the licensing act but has confirmation that the application will not incur any costs.
  • Following road works on the Zennor-St Ives coast road there are still raised drain covers just before Towednack Turn. MW to contact Highways.
