Due to the resignation of the Parish Clerk the minutes from this meeting are in the Minute Book but not typed up for the Parish website. This is the report that appeared in the Zennor Down Your Way column of the Cornishman.

PARISH COUNCIL MEETING:
The latest Parish Council meeting took place on Tuesday 8th November. Present were all the current councillors, Mike Hindley, Catherine Penhaul, Chunky Penhaul, Mark Pilcher, John Lindfield and Jon Brookes. The meeting began with the reading of the minutes of the last meeting which was followed by a presentation from Ray Tovey, Community Agent for St. Ives Market and Coastal Towns initiative (MCTi).

Ray explained that St. Ives MCTi covers not only St. Ives but Zennor and Towednack also. Its aim is to research and prepare a community strategic plan which will set out what St. Ives, Zennor and Towednack want to happen over the next twenty years, and which will also feed into the Penwith Vision (a community plan for the whole of Penwith). St. Ives MCTi is now at a point where it is important for Zennor to get involved, it has a Steering Group organised (to oversee the work) and have appointed Hannah Reynolds as Consultants. Their role is to consult with the communities to ensure the final plan reflects the wishes of the people who live here. Ray stressed that if Zennor parish did not get involved decisions about the future would still be made. After questions it was agreed that Ray would request the Steering Group to meet alternatively on evenings and afternoons, to give Zennor Parish Council the opportunity to send a representative, and that Hannah Reynolds would contact the Clerk to the Parish Council to come and talk to the council and the parish. Mike Hindley, Chair of the Parish Council thanked Ray for his time and presentation.

The meeting then moved on to matters arising from the minutes of the previous Parish Council meeting, these included donations to charities, accounts available for inspection and the Christmas tree.

Memorial Donation: At last month's meeting it was agreed to send £25 to both the Penwith Citizens Advice Bureau and the fund for a memorial to fishermen at Newlyn. Mike Hindley confirmed that the relevant cheques had been sent off.
Accounts: The Parish Council accounts are currently displayed on the parish notice boards. Mike also confirmed that the auditor has been paid, in kind as agreed, and that the audit has now been sent off to Plymouth.

Christmas Tree: The Christmas tree from Penwith District Council should be arriving towards the end of the month. It was agreed to erect it before 4th December, when St. Buryan Male Voice Choir will be giving their Christmas Concert in the church.

The meeting then moved on to agenda items which included the vacant position of Clerk to the Parish Council, the councillor vacancy, Finance, Parish Paths, Transport and correspondence.

Clerk to the Parish Council: An application had been received from Terri Lyndon, soon to be resident at Eglos Meor for the vacant post. After some discussion councillors offered Terri the post, which she agreed to accept. The only proviso by one councillor was that she continue to filter out much of the irrelevancies the council received each month, as the previous clerk had done, which would help the meetings finish at a reasonable time.

Councillor Vacancy: Mike reported that as of noon the Returning Officer at Penwith District Council had received no requests for an election to be held to decide who should be the new Parish Councillor. It was agreed to confirm this the next day, the last day in which requests for an election could be submitted. If ten parishioners had not requested an election councillors would hold a closed meeting to co-opt, else an election would be held in January. As can be seen below, there will be a closed meeting on 2nd December.

Finance: Various payments have been sent off including that for the notice of election in the Cornishman and to John Swannell for his work on the parish paths. A payment had also been received from Cornwall County Council in respect of upkeep of the parish paths.

Parish Paths: John Swannell, Parish Paths Officer, was unfortunately unable to attend the meeting. However, he sent a promise to give his talk outlining the results of his researches into Himalayan Balsam at the December meeting.

Transport: Jenni Pozzi, Transport Liaison Officer, reported that she had been asked by a group of second year Art and Design Students if they could design and erect a living bus shelters out of willow for the bus stops in Zennor village. Councillors agreed to the suggestion in principle, and that the students could hold a site meeting. With regard to planning permissions and ownership it was felt this would be something the students would need to investigate before proceeding further.

Correspondence: Among the many items was a letter from DEFRA informing the Parish Council that the Parish Plan Grant Scheme was now being run by the Cornwall Rural Community Council. It was agreed to send off for an application form for this. A questionnaire had been received in respect from Environment Transportation and Estate ad Cornwall County Council, this was taken by Jon Brookes to complete and bring back to the next meeting.

The meeting ended with Any Other Business during which councillors and parishioners attending the meeting were reminded that there is still a fight on to save the sleeper train from Penzance to London. To help in this fight log on to www.saveoursleeper.com where you can sign a petition and find out other ways to help save the sleeper. It was also mentioned by a member of the public that when telephoning 0845 748 49 50 to ask about the sleeper check any information given with Penzance railway station, as the person on the other end of the line sometimes seems to be under the impression the sleeper no longer runs!

HEDGE AND TREE CUTTING
Among the many items of correspondence received at the latest Parish Council meeting was a leaflet from Cornwall County Council entitled 'Hedge and Tree Cutting by Landowners'. It would appear CCC would like all brambles and hedges cut back by the person owning the roadside land. Mike Hindley agreed to request more leaflets so that one can be included with each copy of the Mermaid's Echo. For anyone who would like to order their own leaflet the number is 01872 222 000.

COUNCILLOR VACANCY:
With two candidates ready and willing to take on the role of Parish Councillor for Zennor the parish were asked if they would like to choose the final person themselves, via an election, or leave it up to the current Parish Council to decide. Overwhelmingly parishioners agreed to leave it up to the Parish Council. As a result a Parish Council meeting will be held on 2nd December. This meeting will be open to Parish Councillors only, to give them the opportunity to debate the relative merits of the two candidates and make their decision in private.
The two people who have shown a readiness to give of their time to the parish are Raven Lefay of Zennor Churchtown and Keith Cowlishaw of Boswednack.
