PARISH COUNCIL MEETING:

Present: M.Hindley, J.Brookes, J.Gray, J.Lindfield, M.Pilcher, C.Penhaul, A.Penhaul
Apologies J.Pozzi
Also attending: J.Swannell, H.Mann, D.Mann J.Gourley, S.Wilson, P.Kavanaugh, G.Waldron, R.Blackborow

Minutes of last meeting were read and confirmed

Matters Arising

  • Village hall committee has taken over responsibility for grant application for seating. Application is in and awaiting confirmation.
  • Draw ticket still unclaimed. Agreed to wait to see if there is any response to Mermaid’s Echo which has just gone out.
  • It was reported that BT require a letter with map identifying cables that the Parish would like to have ‘undergrounded’, before it can be considered. Cost would be considerable and work dependent on availability of workforce. M.Hindley will obtain suitable map.
  • A.Penhaul advised that he has received the artwork for the amended map. Application for grant from Rural Transport has been submitted. Remaining copies of the old version have been printed with Winter Timetable and distributed.
  • M.Hindley reported that application has been submitted to Community Grant Fund for updating the website, holding an event and printing to publicise the Parish Plan.

 Planning        

  • H. Mann - Trewey Barn no objections raised.
  • C.Penhaul - Tremedda Two councillors, A.Penhaul and C.Penhaul declared an interest. No objections were raised but concern was expressed that there would be no impact on the listed status of the building.
  • M.Hindley - Treveglos Cottage M.Hindley and J.Lindfield declared an interest. A.Penhaul took the chair while the plans were discussed. No objections were raised.
  • S.Wilson – Tregeraint. M.Hindley declared an interest. No objections were raised.

Parish Plan and White Paper. Unfortunately no councillors able to attend the White Paper Event on 13th Dec. Clerk to send apologies and request resumé. Pathfinder Model proposed by PDC to be considered at next meeting.

Finance            Precept: after consideration of current status and summary of expected outgoings J.Lindfield proposed that the precept should be retained at its current level. Agreed Unanimously.

Parish Paths  J.Swannell reported that the Parish had missed the 24th September  LMP meeting, but that he had now received a summary of the presentation. Zennor paths due to be ‘assessed’ between July – Sept 2007 before new funding based on Gold/Silver/Bronze paths is allocated.
The clerk was asked to write to County Highways Dept concerning the broken Finger post asking for re-instatement in existing style and material.
Comment was raised that ditches in the Gurnards Head area were in need of unblocking.

Correspondence

  • Details of Radon Testing programme had been received from PDC with posters for display.
  • New Electoral Register has been received.
  • St Ives MCTi Strategic Plan document and CD to be circulated.
  • Knotweed Eradication letter passed to Footpaths officer.

Any Other Business

  • Retrieval of documents from R.Swallow. A Penhaul was able to provide contact details to chairman.
  • A statement by R.Blackborow concerning his intentions with respect to repairs at The Carne and the disputed access was received by Council. Council is unable to comment on private dispute between landowners.
  • J.Gray advised that she has resigned from the Parochial Church Council
