Precis of Minutes of 16 January 2007 Parish Council Meeting
Matters Arising A report was given on the meeting in Bude on 02.01.07 concerning the Cornwall & Isles of Scilly PCT
Correspondence Following a letter from the Local Works Team, the Clerk was directed to write to D Rogerson MP requesting him to vote in favour of the Sustainable Communities Bill at the House of Commons on 19.01.07. NCDC Off Street parking Places Amendment Order 2007, it was noted that there are no charges for the Widemouth Viewing Point carpark. There were several items of correspondence relating to the Government’s White Paper on local government restructuring. CALC Annual Conference and Training Day 10.02.07 + nomination forms. Copies of correspondence relating to a request for a footpath at Widemouth. Helston Town Council relating to plans by the Ministry of Defence (MOD) and Dept for Transport that Search & Rescue (SAR) would be privatised in the next decade. Letters of request for funds from Spectrum - A charity for people with autistic spectrum disorders and First Air Ambulance
NCDC Planning & Parish Councils Conference 24.01.07. CCC advised that they are concentrating on Public Rights of Way (including footpaths, byways and bridleways) where Japanese Knotweed is present.
CRCC information relating to new grant fund to help groups implement parish and community plans. The Community Planning Project Grant can provide small grants of up to £500 for the implementation of projects once the plan is complete. Letter from a resident in Pinch Hill with information concerning the recent flooding (11.01.07) Letters of acknowledgement of receipt of grant and thanks from: Victim Support Cornwall; Marhamchurch Pre-School; Marhamchurch Playpark; ND & NC Samaritans; Bude & Holsworthy & District CAB; Holsworthy Methodist Circuit - Titson Graveyard and The Revel Field trustees. NCDC Community Building Feasibility Grant. CCC Road Closure Tackbeare Road to Langdon Hill Bude & District Forum (B&DF) AGM 25.01.07. Devon & Cornwall Police Authority Liaison meeting 31.01.07 at Westward Ho!. An envelope with 19 items of correspondence was circulated.
Tony Edwards - NCDC Ward Member Marhamchurch Parish Council will organise a joint meeting with Launcells and Poundstock. Cllr Edwards had attended a special NCDC meeting and he reported on the developments relating to the responses from CCC and NCDC on the Government White Paper on restructuring of local government. He advised that the County Council can submit a bid without the approval of the District Council but that conversely any bid placed by the District Council must have the County Council’s approval. NCDC district have voted (19 - 5) not to support the County Council bid for a unitary council and NCDC will prepare their bid and they may submit it depending on the County Council vote. The Clerk was directed to write to Ruth Kelly MP confirming that the Parish Council consider that due to the rural nature of Cornwall it is unsuitable for a unitary council and request a referendum.
Planning Decision Notices: i) Full Planning 2006/01875: Revised design to previously approved application No 2004/02495 for the conversion of redundant chapel to dwelling, namely the retention of wooden glazed windows previously installed in place of old doors on the west and east elevations without consent and other amendments to the existing approved plans. Lann House Titson. Alex Rogers. Approved. ii) Fill Planning: 2006/ 02205 Erection of a replacement sun-room with flat roof patio over. Allybere Helebridge Road, Marhamchurch. Mr J Short. Approved. iii) Full Planning: 2006/01935 Erection of free range poultry building Eastbeare Farm Marhamchurch. Mr & Mrs P Cholwill. Approved.
Planning Applications i) Full Planning: 2006/02196 Erection of rear conservatory 2 Boundary Drive Marhamchurch. Miss Paddon. The application had been circulated in December and the Clerk had responded accordingly with no objections. iii) Full Planning: 2006/02231 Erection of extension. Honeysuckle 4 Old Orchard Close Marhamchurch. Mr & Mrs M Bennett. The application had been circulated in December and the Clerk had responded accordingly with no objections.

Bude Canal Regeneration Stakeholder/Membership The Minutes of the meeting on 22.11.06 had been circulated and it was agreed to give each councillor a copy of all future minutes.
Burial Ground The following amendments to the charges and conditions were agreed i) increase the charges to cover the cost of removing spoil, i) cremation memorials must be the type that are raised to a height of 4”, iii) all requests for cremation and burials must be in writing and that all appropriate paperwork and payments must be in advance.
Public Conveniences Western Power have sent a ‘goodwill payment’ towards the cost of re-routing the waste pipe. An electrician has attended to resolve problems with the lighting and with the Wallgate soap dispenser. NCDC have replied confirming that the annual grant will be increased in line with RPI and will be calculated at the end of March. The Clerk has sent the 2007/08 Small Business Rate Relief claim to NCDC. The cost of repairing the wall is more than originally anticipated and it was agreed to get 2 more quotes.
CCC Footpath Partnership It was noted that CCC have replaced the bridge (Sharlands - Helscott) although it is not yet open. The Clerk will make enquiries regarding a Permissive Path from Helscott to the A39.
Hele Valley Trail - Awards for All Grant Application The Chairman advised that NCDC have advised that planning permission is required.
Parish Council Bank Account Balances & Parish Council Income Details were given.
Cheques for Payment were approved.
Any Other Business Mrs Sweet advised that there is often a problem with parking in the road in the area near the entrance to Endsleigh Park and she wondered if the grassed area could be made into a lay-by. The Clerk will contact CCC. The Clerk advised that Mrs Drew has expressed concern about cars parking on the opposite side of the road to the designated no parking area and that this is causing a danger. The Clerk will contact the police and request them to be present at the appropriate times to check and advise road users accordingly.
