Precis of Minutes of 18 July 2006 Parish Council Meeting

The Chairman spoke of the sad of loss to the Parish Council and the village following the sudden death of the Vice Chairman, Mr Tim Edwards. There was a minutes silence as a mark of respect.

Matters Arising.

Still no reply from NCDC.
i) the request for more or larger dog waste bins in the village and for one to be placed either end of the Hele Valley Trail.
ii) information about whether Bude & Stratton Town Council employees have been directed to undertake the maintenance in Marhamchurch on behalf of NCDC.
NCDC Cllr Tony Edwards will make enquiries.

No progress or news about the dangerous junction at Titson.

The Chairman had met with Glen Haydon, CCC Supervisor and discussed the following matters:
i) the dips in the road in Helebridge Road,
ii) 30mph markings in the road and rumble strips.
iii) the steep slope in the pavement adjoining the path to Jessamine Cottage.
iv) the dangerous kerb in Sharlands Road.
v) the erosion on the sides of the road to Week St Mary.
vi) The sunken grating near Trelay.
vii) Overhanging trees at Ball Hill.
viii) the uneven road surface by the Bullers Arms car park, where water collects.
ix) the visibility problems at Pinch Hill Estate.
Mr Haydon agreed that all the items warranted attention.

Election of Vice Chairman. Mr R Corney was elected

Correspondence.

Officers from Bude Fire Station have provided 6 Home Fire Safety Request cards. The suggestion is that they are given to people most in need of assistance and as part of the scheme a smoke detector alarm will be provided and fitted free of charge. A note will be placed in the noticebox and Mrs S Sweet offered to co-ordinate the enquiries.

The Clerk had been given a copy of notes from CCC relating to the Bude-Holsworthy Cycle Route: Acquisition of Land. It was agreed to copy to all councillors and place on the August Agenda.

The Clerk read a copy of a letter regarding a petition to Cornwall Rural Housing Association (CRHA) regarding commercial vehicles and lorries parked in Boundary Drive.

Notices dated 28.07.06 from NCDC Returning Officer advertising the parish councillor vacancy.

Dan Rogerson MP has offered to attend a parish council meeting and it was suggested that he be invited to attend the Parish Plan Launch on Tuesday 12th September.

Achieving Financial Balance in Adult Social Care, the information of the proposal to achieve £3.6, savings across adult social care in 2006/07 had been circulated. No one from the parish council had been able to attend the meeting in Bodmin on 13.07.06.

CCC road closure - 21.08.06 - 1 day, Sharlands Rd to Waxhill, Week St Mary

A survey from Mathew Taylor MP relating to housing affordability and availability in Cornwall.

Update from Marhamchurch Pre School on their progress. The Pre-school chairman advised that they have successfully acquired a new purpose built Elliot building adequate for 20 pupils and have successfully acquired £9,000 funding from Sure Start. They will rent the building in the first instance with the view to purchasing it in due course.

Dan Rogerson MP referring to a meeting in Truro re Big Lottery Funding aimed on giving advice on how to obtain a grant for village halls. A representative from the Bray Institute hopes to attend.

Notices of the following meetings were given: Bude Canal Users Consultative forum 31.07.06; NC CALC meeting on 26.07.06 at Bodmin; South West Forest Land between the Moors Project, meeting 19.07.06 at Merton.

An envelope containing10 other items of correspondence was circulated

Tony Edwards - NCDC Ward Member. has been undergoing training in respect of the Audit Committee. Following changes to the offices of the Deputy Prime Minister, John Prescott MP is now head of the Department for Communities and Local Government. NCDC are promoting Good Practice and Planning for Tourism and the Rates Relief Scheme for small businesses. The NCDC rates are up but the rents are down and they are investigating the reason for the slippage.

Planning - Decision Notices. i).Full Planning: Erection of a Conservatory, 6 St Marwenne Close Marhamchurch for P Horton. Refused.

Planning Applications. i) Full Planning Conversion of barn to dwelling (revised design) New Meadow Barn, Ball Hill Marhamchurch. L Hooker. Following examination of the plans and the short discussion, the proposal was given unanimous approval.

Parish Plan. It was confirmed that the Launch Day is Tuesday 12.09.06 in the Bray Institute; the promotion will be in the afternoon and evening. Pupils from Marhamchurch Primary School have been working on an art project with a member from the Parish Plan committee and the results will be shown in the Marhamchurch Art Show during Revel week and will also feature on the Parish Plan stand at the Revel. Neil urged the Councillors to spread the word about the Parish Plan.
Following advice from Sarah Mason, CALC Executive Officer - it was agreed that all Parish Plan payments must be approved at the parish council meetings; however a petty cash system will be operated. The Parish Plan Constitution will go before the Parish Plan committee and following their approval, placed on the Agenda for the next council meeting.

Parish Minutes for the website and newspaper. It was agreed that the Clerk can continue to forward a précis of the minutes of each meeting before they have been approved by the council to the office of the Bude & Stratton Post as she is currently doing, and the same information for the website. Following advice from Sarah Mason, CALC Executive Officer it was noted that details of cheque payments and any tender details should not be published this way.

Burial Ground. The parishioner who had donated the tree near the entrance to the Parish Cemetery agreed that the tree had grown too big and that roots were a problem and she agreed to its removal. The Heywood contractor with a hard working-party of councillors have prepared and started the path, removed the tree, tidied the memorial garden and removed the overgrowth from the wall.
The current charges and conditions were discussed. Some updates to the conditions were required but it was unanimously agreed to keep the current charges. It was noted that some headstones are following the lie of the land whereas the bases on some are positioned so that the upright is level and this gives an overall uneven view of the rows and it was suggested that everyone have a look before the next meeting. A request for 5 plot reservations was granted.

Public Conveniences. Work has not started work on the re-siting of the waste pipes Both the Wallgate handwashing units have malfunctioned. An electrician had visited and will undertake the necessary repair work.

CCC Footpath Partnership. Nothing to report

Parish Noticeboard. Nothing to report

Annual Review of Clerk’s Salary. It was unanimously agreed to increase the Clerk’s salary in accordance with the recommendations from NALC and SLCC to SCP24.

Road safety - Pinch Hill. The Clerk was directed to write to CCC again and to NCDC, Technical Services.

Hele Valley Trail - Big Lottery Fund: Launch of Breathing Places. Gemma Shields, NCDC IAP Community Facilitator had met with some councillors and was of the opinion that the project may qualify for a grant for Awards for All England. The item will be placed on the August Agenda.

Audit Commission Annual Return - Accounts year ended 31.03.06. The Internal Auditor has undertaken his checks; the accounts were unanimously accepted and duly signed by the Chairman.

Parish Council Bank Account Balances & Parish Council Income. Details were given.

Cheques for Payment were approved

Any Other Business. The August meeting will be in the Bray Institute.
The undulations and footpath in Hilton Road near Longwool Meadow were mentioned and it was suggested that councillors have a look before the next meeting.
The Clerk will request that the road sign at Cricket Park can have an addition stating ‘leading to Boundary Drive’.
