A copy of the entry form and a synopsis of the rules for this year's Bucks Individual Competition are attached. I would be grateful if you will pass copies to those of your club colleagues who are not yet on line, although hard copies will be distributed to club secretaries.

It would also be useful to receive any new members email addresses, or those of existing members who have gone on line since last year.

I know that not all clubs have yet held their AGM; when they have, perhaps club secretaries will let me have a list of their team captains, with tel nos and email addresses, and I will then circulate the combined list.

We still need a County Treasurer - any volunteers?

Individual Competition Information

Applications are now invited for the new season’s Individual Tournament.

As usual, the competition will be divided into sections of about 7 to 9 players, taking into account those promoted or relegated last season, withdrawals, and new entrants. The latter will be placed according to grading insofar as vacancies exist, but will have to fight their way up if they don’t.

The competition will be based on all-play-all in each section and Quick-play finishes will apply to all games. A synopsis of the essential rules is on the back of this form. Have a good look at these – it might prevent problems!

The attention of new entrants is drawn to the need to provide their own transport and playing facilities (venue, board, pieces and chess clock), as well as keeping to the playing schedule (available at the end of October) and notifying the Controller promptly of results.

Prize money: £20 – top section, £10 – other sections.

Entry fee: £5 should accompany the tear-off entry slip below, and should reach me by the end of the first full week of October.

Individual Competition Rules

1. The competition is open to any player affiliated to the Bucks County Chess Association, through club membership or individual subscription.

2. In each pairing, the first-named player shall have the white pieces. The player with the black pieces shall have choice of venue.

3. Black shall contact white to arrange the date, time and venue for each game not later than the third day of the scheduled month of play. It is also black's responsibility to provide all playing equipment (clock, board and chess set).

4. Each player shall make at least 35 moves in 75 minutes on his own clock, then both clocks shall be turned back 15 minutes, and the game completed in the time remaining. If a flag falls before the game has finished, the player who has not reached the time limit shall be the winner, subject to the conditions of Rule 7 being met. Note: "35 moves in 75 minutes" may be reduced to "30 moves in 60 minutes" when limited time is available.

5. Except in special circumstances the clock shall be placed at the left hand of the player with the white pieces. The clock button shall be pressed by the hand, which makes the move. Only one hand may be used to move the pieces.

6. Each player must keep an up-to-date game score until less than FIVE minutes remain on his/her clock. Note: A draw by repetition of moves cannot be claimed unless an up-to-date score-sheet has been kept.

7. To win a game on time, a player must claim such a win by stopping the clock, and must have sufficient mating material. If both flags have fallen and it is impossible to establish which fell first, the game is drawn.

8. Illegal moves do not necessarily lose. If an illegal move is claimed, the clocks shall be stopped for verification, and the player in error (claimant or opponent) shall concede a time addition of two minutes to the opposing player's time remaining. A second offence shall be similarly penalised, but a third shall forfeit the game. For penalty purposes only, an illegal move is not deemed complete until the opponent's clock has been restarted, and to continue the game, a legal move must be made with the same piece.

9. A player may claim a draw when he/she has less than two minutes remaining on his/her clock and before his/her flag falls. This concludes the game. The claim must be on the basis that:

a) the opponent cannot win by normal means, or
b) the opponent has been making no effort to win by normal means.
In a) the claimant must write down the position and the opponent must verify it.
In b) the claimant must write down the final position and submit an up-to-date score sheet, which must be completed before play has ceased. The opponent must verify the score-sheet and the final position

10. A player must claim immediately if the opponent infringes the rules during play (e.g. an illegal move, failure to record the moves etc), and stop the clock for verification and correction of the situation. If the game is allowed to continue without correction, the infringement will be deemed condoned, and the result of the game shall stand.

11. In the event of a dispute, the FIDE Laws of Chess, on which these rules are based, shall apply. The clocks shall be stopped and the times and position recorded on the score-sheets, which shall be kept up-to-date. Both players shall submit their claims to the Controller within one week of the game, with completed score-sheet and any written comments they wish to be considered. Failure of either player to submit a written claim within the time limit may result in the opponent's claim succeeding by default.

12. Black shall inform the Controller of the result by the seventh day of the month following that scheduled for the game.

13. In exceptional circumstances, a game may be played after the scheduled month by mutual agreement, but black must inform the Controller of such an arrangement. Games may be played before the scheduled time, provided that this does not delay the schedules of others.

14. If there is more than one division in the competition, promotion and relegation shall be on the basis of two-up/two-down for divisions of six or more players, and one-up/one-down for less than six players.

15. Players may be defaulted for unreasonably failing to make, agree or comply with arrangements for games. Anyone who experiences difficulties in contacting an opponent should inform the Controller without delay.

16. It is the responsibility of any competitor to advise the Controller and his/her remaining opponents of any change of address or contact telephone numbers during the season.

18 July 2001 - Grading List 2001

Message from Syringa Turvey:

Dear Graders

The Grading list will go to the printers tomorrow and should be on sale at the British in a fortnight's time.

Before releasing the list the following independent checks were done on the list ( I would like to thank Dave Thomas and Bruce Holland for their assistance with this task):

1) Number of half games graded 2001 - 204,000; this compares with 2000 - 214,000 (master list) and 1999 - 208,000 (master list)

I expect the number of games graded for 2001 to increase slightly on the basis of Direct Member games and any events that suddenly produce results (e.g. the South Tyne CA). So I think this is within normal fluctuations.

2) The percentage of A-E category players were confirmed to be the same as the corrected 2000 list.

3) Large grading changes were investigated. The bulk of these appeared normal, some corrections were done where misidentification was found and in a couple of cases it was not possible to decide whether the data was correct and these will be referred back to the appropriate Grader by Roger.

Nothing remains to be done now, but to await the reaction of people at the British!

18 July 2001 - Newsletter - July 2001

Newsletter from Fred Day:

Dear Member,

Another season has been completed, one of change when we experienced allegro finishes in all our league and individual competitions for the first time, as well as county matches, where they were already established. As Andrew Smith, Club Championship Controller, has said: "It's been a Controller's dream".

I'm aware of only one minor problem, where a player in the Individual Competition did not record his moves - you must do this folk - but that was settled amicably by the good sense of those concerned. Most players seem happy with the change and it looks as though it's here to stay.

Regrettably, mother nature has robbed us of our Match Captain, Syringa having started a family with baby Imogen, but she is prepared to continue as our Grader. Our thanks are due for the hard and very successful work she has put in.

We are fortunate in having an enthusiastic volunteer in Nick Butland to take over from Syringa. I'm sure that Nick, when he has recovered from the arm-twisting, will do just as efficient a job as he has done at the Aylesbury club.

Aylesbury have had a very successful season, just pipping Bourne End to win the Club Championship and now Nick Butland tells me they have won (on Sun 15th July) the Nation Club u-175 Competition on board count against Wanstead, having finished on 2½ points each in the match. What a season!

Regarding new officers, Jon Melsom has agreed to take on the duties of SCCU/BCF representative, but we still need a Correspondence Match Captain - any volunteers?

I was sorry to hear (from the organisational point of view) that Ian Clark is retiring from teaching at the RGS High Wycombe. As a token of our appreciation of his services to junior chess in general as well as his support of the school teams in the senior league, the Executive Committee unanimously agreed that he should be the recipient of the President's Prize this year, and Alex, our genial President, made his annual pilgrimage from Walsingham to present it at the AGM. It is rumoured that Ian may now emerge as a player - to give the boys a chance to get their own back?!

Brian Lacey continues his good works with juniors from about seven years old and upwards, with one or two helpful parents, but with little input form schools it is not easy and help would be welcomed. There is a busy junior session at Hazlemere Sports Association Hall, Amersham road, every Friday, 4.30 - 7.30pm. If you've got the time why not drop in and give a hand. Having been thrashed by a young urchin, allegedly graded 76, in our last league match, I know the juniors are thriving. Watch out for Master Makepeace!

The AGM formally approved an up-dated Constitution, agreed in principle by the Executive, as there were a number of clauses that were out of date.

And finally a reminder about the Berks and Bucks Annual Three-day Congress, Aug 25-27, to be held this year at Presentation College, Oakland Hall, 63 Bath Road, Reading, Berks. Regrettably the annual Bramley and Ruddle Quick-play, scheduled for 15 July had to be cancelled because of insufficient entries. It is hoped to re-arrange this as a season opener, or a mid-season event.

Message from Fred Day:

To those who intended to play:
Brian Hicks informs me that the above event has had to be postponed because of insufficient entries. We hope to be able to re-arrange the date, possibly as an early season openner, venue to be arranged.
It will be appreciated if you will inform anyone you know who might have been considering turning up on the day. Sorry about this folk, but it would have been an unjustified drain on County funds.
