Minutes of the
Executive meeting held on Wednesday 21 January 2009 at Boston Tennis Club.

2. Minutes of Executive Meeting held on 7
October 2008.
Accepted as a true record with one
spelling correction to the name of Mike
Kebble. Proposed by DH and seconded by NS.
3. Matters Arising
DH met the Area Manager and Local
Manager of Leisure Connection at North
Kesteven. He is still waiting for them to get back to
him.
4. Correspondence
a) A e-mail was sent out to clubs at
Christmas asking what courses clubs wanted
organising. Only two replies were received (Woodhall
Sharks and Sleaford
Swimming Club). If anyone would like a course, please contact
DH asap. E Mids
ASA are running some free courses
including A Club for All, Equity etc.
These
courses won't
run without minimum numbers so if any club is interested, book
asap.
b)
DH attended an E Mids Swimming Committee meeting regarding licensing of
officials. Clubs need to get officials licensed as, at
some point in the future, it
will be a requirement to have a set
number of licensed officials at each meet
(more licensed officials needed the higher the meet). Counties will need all officials to be
licensed. The license fee is currently
£10 per person and lasts 4 years.
c) DH asked that all Secretaries submit their
reports by email a minimum of two days prior to the meeting so that they can
then be attached to the minutes that are posted on the website. Any for this meeting that haven't already
been sent electronically, he would appreciate being emailed asap.
5. Report of Hon Fixture Secretary
Nothing to report.
6. Report of Hon Masters Secretary
Report circulated and attached to
minutes.
7. Report of Hon RLSS Secretary
No report.
8. Report of Hon Champs and Age Group
Secretary
Everything is on target. Nothing further to report.
9. Report of Hon Treasurer
JH has now set up payroll to pay MF's
wages. She is in the process of amending
the
signatories on the account.
10. Report of Hon Records Officer
Report attached.
The
most up to date rankings on the website are from 04/08. These are
currently
being updated.
The
procedure for a record claim is that a swimmer claims it, it is then verified
and then the swimmer or the
swimmer's club will be emailed back a certificate.
11. Report of Hon Officials Secretary
A
request has been sent out to all clubs for officials to help at the
Counties. All clubs are asked to put the
information on their notice boards.
GD
has received a letter from E Mids Region advising they are holding an officials
seminar on 28 March which is the last day of the Counties.
County Officials tops can now be ordered at a
cost of £12 each. Information on these
has gone out with the request for officials.
They will have the same logo on as the green tops.
12. Report of Hon Education Secretary
Not
many clubs are claiming Grant Aid which is available for level 1, 2 and 3
teachers and coaches courses. Grant aid was doubled from Jan 09 with Swim
21 clubs (or those working towards Swim 21), getting between £80 and £400 back
per course and non-Swim 21 clubs, half that.
The money is sent to clubs to be passed on to whoever paid for the course.
The
increase in funding post Olympics 2008 is not as much as expected with a short
fall of £6 million. This will have to be
taken from somewhere, possibly officials.
13. Report of Hon Development Secretary
BK
presented a draft development paper and acknowledged that is contents may be
seen to be radical or controversial but it is his view that there is a lack of
unity amongst the clubs in the County and that we need to work as one to get
our voice heard. He advised he has been
to see all clubs apart from Boston and he hopes to arrange a visit in the near
future. The paper will be put on the
County website so that all Clubs can access.
BK requested that clubs discuss amongst committees, members and parents
and then feedback. To assist with
obtaining views, it was agreed to hold a meeting the first weekend of the
Counties with the Development Officers of each Club, officials etc on the
content of the paper. In addition, the
second weekend of the Counties, a presentation will be given to parents and any
other interested parties. BK would like
all feedback by end of February with the aim of launching it in May.
BK
suggested we try and invite significant VIPS who are influential and could help
us to attend the Counties.
14. Report of Hon Disability Officer
SH-L
attended the Disability Forum where the Strategic Plan for Disabled Swimming in
the East Midlands was released. There are a couple of things which we, as a
County ASA, need to implement and which she will work with BK on introducing
including organising squad sessions for swimmers at a certain level so they are
on a par with able-bodied swimmers.
Also, the consideration times for ASA Counties, Opens etc are on the ASA
website. We would hope to include this
in our Counties from 2010.
A
couple of training squad sessions have been arranged
for DSE Juniors (invitation only) on 8 February and the DSE
International Qualifiers on 26 April.
GH
asked that Clubs let SH-L know of any swimmers they have with a
disability.
15. Report of Hon Open Water Secretary
Regional
camps have been set up. These are by
invitation only and based on 800m and 1500m times. Season starts in June. Events are on the British Swimming Open Water
site. We have two FINA referees now and
some British Swimming referees and judges with the RAF.
16. Report of Hon Water Polo Secretary
Sessions
at Lincoln stopped through lack of support.
A Club and Coach conference the introduce Water Polo to coaches is being
held at Spalding on 28 February at 9am – 2 hours theory, 2 hours teaching. Information will be coming out to clubs as
soon as it is known who will be leading course.
It is hoped a National Coach will be available but, if not, the course
will still run. 3 coaches are interested
so far. There is funding available for
two more courses in the County, possibly at Boston and Horncastle.
Level
1 coaching course in Water Polo is to be organised by E Mids ASA. It is very early days yet but Grantham,
Horncastle and Spalding have expressed an interest. Spalding is trying to develop junior water
polo but the time of 9pm on a Thursday is causing problems with younger
swimmers.
17. Report of Hon Public Relations Officer
MM
asked what sort of publicity we are looking for as clubs tend to do their
own. It was suggested he try and get the
radio stations to come along to the Counties.
Perhaps also Look North and representatives of
Lincolnshire County Council. Any further ideas to be passed on to MM.
18. Report from East Midland Region
There was a meeting just before
Christmas but nothing to report as yet.
19. County Development Coach – Update
Report attached.
DH
advised that selection criteria is now in place and has been circulated to
clubs. Coaches have sourced possible
swimmers and currently there are 45 in the South and 40 in the North. Pool times have been sourced as follows:- 2
hours at Cranwell on a Saturday, 2 hours at CLP – Thursdays 6-8 at Yarborough
and Friday 8-9.30 at Christ Hospital, 4 hours at South Lincs – mornings 5-7. Needs to be self-financing
in just less than 3 years.
MF
is hoping to get swimmers into the water next week after meeting with swimmers
and parents. DH will circulate the
County Squad criteria to all Exec committee members.
No
costs have been made available to the committee. MF is working on this. However, we have £1,840 set aside from last
year's increase in County fees to use towards the Development Squad. MF is coming to Counties and will be
attending the Coaches Meeting there too.
20. Swim 21
CLP will be submitting on the next
round.
21. Welfare
Rachel
Washington of E Mids ASA advised Boston SC that club Welfare Officer’s should
not hold another position on their clubs committee, as this could cause a
conflict of interest. All clubs should be aware of this. GD is in the process
of passing this post on.
22. Equity
All
clubs are aware of the need to be fair and equal to all with respect to, for
example, religion, age, ethnicity etc.
23. Election of Sub-Committees
Emergency Committee – President,
President Elect, Gen Secretary, Treasurer,
S
Gunther, N Savory, S Gray. Proposed by PC, seconded by SS. All agreed.
Champs
& Age Group Committee – President, President Elect, Gen Secretary,
Treasurer, Age Group Sec, Fixture Sec, Masters Sec, Hon Coach, G Richardson and
S Gray. Proposed by
DH, seconded by SG. All agreed.
Swimming
Committee – President, President Elect, Gen Secretary, Treasurer, Hon Coach,
Assistant Coach, Records Officer, Fixtures Secretary, Masters Secretary. One other place was available under the
constitution. As both PC and GR both
wanted to stand for the position, a vote was held after they left the
room. The vote was tied at 7 votes each
(2 abstentions) and therefore GD had the casting vote. PC was duly elected.
24. Agreement of Dates for 2009 Exec
Meetings
Tuesday or Wednesday w/c 20th
April, w/c 22nd June, w/c 5th October.
AGM
w/c 23rd November.
GD
would like to see meetings held more centrally in the County and he and JW are
looking at venues in Sleaford or Heckington.
Meeting dates and locations will be forwarded in due course.
25. Any Other Business
If
anything needs updating on the website, please let JS know and he will attend
to it. Disability information is not up
to date and the Pentaqua link is incorrect now.
The
new club at Skegness will need contacting for their affiliation fees and also
to invite to the Exec Meetings.
SS
is to pass on to JH the names of the Category 2 swimmers in the County.
It
was agreed to remove all the names and addresses of the County headed paper and
just have the name and logo on.
Individual addresses can be typed in as and when needed.
CH
asked for the County trophies to be brought back to this meeting. Can any remaining trophies be brought to the
Long course events to enable CH to check and clean them before the other County
events.
