Minutes of the Executive Meeting held on Monday 20th April 2009 at

Heckington Sports and Social Club

1.       Apologies for Absence

2.       Minutes of Executive Meeting held on 21 January 2009

          Accepted with two amendments:-

 

          G Smith is from Boston not CLP.  Mandy Potter is on the Champs and Age Group

          Committee.  Proposed by C Hendel.  Seconded D Hendel.

 

3.       Matters Arising

It is requested that all sub-secretaries and officers submit a report to D Hendel at least a week         before an Executive Meeting.  He will then email them to all committee members and Club secretaries in advance of the meeting.  Once the minutes have been approved, reports and minutes will then be sent to J Savory to be posted on the website.

 

4.       Minutes of the Champs and Age Group sub-committee meeting held on 6 April 2009

5.       Matters Arising from the Minutes

G Richardson distributed plans of the new pool at Louth.  It is due to open in October/November 2009 and will have 8 lanes and 300 spectator seats.  A visit will be arranged to the new pool later in the year with a view to possibly holding some of the counties events there.  It was agreed that everyone did well in very trying circumstances at the Counties.  In particular, Sheila's hard work between galas was much appreciated.

7.       Report of the Hon Fixture Secretary

          Nothing to report.

 

8.       Report of the Hon Masters Secretary

9.       Report of the Hon RLSS Secretary

          Nothing to report.

 

10.     Report of the Hon Champs and Age Group Secretary

          See attached.

It was confirmed that the Counties will be open to County registered disabled swimmers who will be fitted into events according to their times.  Proposed dates and closing dates were agreed.  Proposed by D Hendel and seconded by G Smith.

 

 

11.     Report of the Hon Treasurer

Affiliations are still due from Skegness, Junior League, Lincs Leaguer, Lincoln SC and Gainsborough Ladies.  Apparently, there is no date on the letter saying when it is due.  It was agreed to add a date to next year's letter and send a reminder about this year's affiliations.  JH is to ask the ASA if there is a set date for payments to be in and, if not, it was suggested 31st January would be an appropriate one.

 

A letter has been received from Mr and Mrs Allen applying for a grant for Sophie towards costs incurred when she swam in the British Gas 50m Swimming championships and is on the British Swimming World Class Development programme.  It was agreed that JH should pay her in line with guidelines on the Lincs ASA website.

 

A request for grant support has also been received from Mr Williams in respect of Hayley.  It was agreed that JH should confirm the criteria but it is not believed that she meets it. 

 

We can review the criteria at any time if we think it needs to be changed.

 

GS is to go on the Standard life account as a signatory and Malcolm Patch is to be removed.

GS is also to go on the Lloyds current account and Ray Wheeler is to be removed.

J Savory is to be removed from both accounts.

 

JH would like two signatories to be required on the Lloyds account.  It was agreed to amend the account to require cheques to be signed by two signatories.

 

12.     Report of the Hon Records Officer

          See attached.

There is a query regarding Patrick Ikhena of Boston who has submitted a time from January this year and said that it is the Intercounties when that is held in the Autumn.  MC will email details to GD to check as it is believed the time was achieved at the Burns Open in Sheffield.

 

13.     Report of the Hon Officials Secretary

14.     Report of Hon Education Secretary

15.     Report of the Hon Development Secretary

The proposed meeting at the Counties didn't take place due to all the other problems that were happening.  However, some comments were received from JS and the Champs & Age Group committee in response to the paper which was circulated to the executive committee.  It was agreed that, with the restructuring of the ASA and the appointment of a Lincolnshire Swimming Development officer based within the Sports Partnership, it was perhaps the right time to bring them on board in developing a future strategy.  It was agreed to put it on the agenda at the Lincolnshire Swimming Development Group and discuss it there.

 

16.     Report of the Hon Disability Secretary

East Midlands training for invited disabled swimmers takes place at Loughborough on Sunday.  Swimmers have to have qualified for the International in May.

 

Leicester Penguins Open in October will include multi-disciplinary 50s and 100s.

 

The Welsh Disability Short course is now 4/5 July.  A Jigsaw Day (networking event) is being held on 10th May.  See East Midlands ASA Disability Section for more information.

 

 

17.     Report of the Hon Open Water Secretary

          The age has been lowered so that youngest age is now 11 years and they can do 800m.

 

18.     Report of the Hon Water Polo Secretary

          Nothing to report.

 

19.     Report of the Hon Public Relations Officer

          See attached.

It transpires the reason the videoing hasn't been put on the website is that the size of logos on the shirts of some clubs breached the advertising regulations as they were too large.  Clubs should perhaps bear this in mind.  It was agreed that MM had tried very hard to publicise swimming in the county.  DH will contact club secretaries and ask them to forward any news items for the county newsletter that MM is hoping to put together

 

20.     Report from East Midlands Region

Roger Glithero, Regional Director, has requested a County contribution of £3,000 to help towards the new PSDO within the Sports Partnership.  It was agreed that more information is needed before we agree to this and also confirmation would be required from the Treasurer that the County could afford it.  DH is to go back to Mr Glithero.

 

21.     County Development Coach - update

The North of the county has been running for several weeks with 18 swimmers at Yarborough swimming for 2 hours.  There was no charge for the first four weeks.  The South starts this Saturday at Cranwell – again, it is free for the first four weeks then will cost £3.50 per week payable by standing order.  South Lincs have agreed to give up two early morning sessions to the squad.  It is hoped that disabled swimmers will be included in the future but it is very early days yet. 

 

It was requested that Marc Foster attends the next meeting so that officers and members can meet him and put any questions/queries.  

 

22.     Swim 21

          Louth have been revalidated for Swim 21.  CLP have been given Teaching and Masters

accreditation and are awaiting hearing on Swim Development accreditation.

 

23.     Welfare

          Nothing to report.

 

24.     Equity

          Three courses have taken place which a lot of people have attended.

 

25.     Any other Business

Discussion took place regarding the changing of competition conditions half way through (reference being made to the Counties and the confusion regarding the rule change about costumes).  It was agreed that it shouldn't happen but that there was nothing we could have done about it at the time.  It did cause a lot of stress to swimmers and, in hindsight, if we had known about it in advance, we could have passed information onto the clubs before the day itself.

 

Brian Simmonite passed away on Saturday.  It was agreed to make a donation of a maximum of £50.
