MINUTES OF THE EXECUTIVE MEETING HELD ON TUESDAY 1ST MAY 2007 AT NORTH KESTEVEN LEISURE CENTRE

1. Apologies for absence

2. Minutes of the Executive Meeting held on the 16th January 2007.
J.S said that at the last meeting he thought it had been agreed to send a letter to all clubs re the letterhead used for the skills day – DH said that he had asked P.C to undertake this as he felt he was unable to produce and send.
The minutes were then agreed proposed by N.Savory and seconded by C.Hendel
3. Matters arising from the minutes
Following the request from M.Storr at the last meeting his school funded all his expenses.
4. Correspondence
Correspondence file passed around.
Letter of thanks received from Eileen Moon for the flowers and card sent to her on behalf of the County on the occasion of her 100th birthday.

6. Matters arising from the minutes
A change to the schedule of events had been suggested to allow all finals to be swum at the end of each session. N.S had looked at the timings of the events and felt that there would not be enough rest time for swimmers between events to then swim a final this was discussed and agreed to leave schedule as it currently runs.
The addition of a 50m skins event had been suggested – it was agreed that this would be included for 2008 Counties.
There were a high number of swimmers withdrawing from events after posting cards and start lists had been produced. It was suggested that a letter could be sent to clubs informing them that clubs could be issued with fines unless a swimmer had a legitimate reason for withdrawing. This was discussed and agreed to see what happens in 2008 this could have been an exceptional year – no letter to be sent at present.
One coach suggested omitting 9yrs from 200fly. It was felt that this should remain but that the qualifying times should be harder.
DH & NS will check out prices for medals from other suppliers. NS said with the medals being engraved this had resulted in some wastage.
NS stated that there had been some confusion with Jnr & Snr championship winners – it was agreed to reword guidelines to read 15yrs and younger to replace 16yrs.
NS stated that a Jnr swimmer who had withdrawn from the final had been presented with the Jnr championship trophy it was felt that the rules on this are not very clear it was agreed that the trophy would remain with that swimmer but that a change or rule for the championship was required. Rule will now state “any swimmer who withdraws from a final, forfeits the right to any awards in that event”. This was proposed by N.Savory seconded by D.Hendel and agreed by all those present.
It was agreed to have club allocated seating with wall notices – meet manager to arrange.
It was agreed that only the final heats of each event would be spearheaded.
NS has taken advice from the Sec of ASA Swimming Committee on warm up procedures. We can allow clubs free use of allocated lanes to dive as they wish provided that the lane is strictly stewarded and safe. Warm up will be 55mins and lanes will be allocated. Some clubs may need to share or if few swimmers be limited to 25mins.
Dates for 2008 will be long distance 9th and 10th February and the 1st 8th and 15th March 2008.
It was agreed that entry prices would be £4.00, coach pass £35.00 and programmes £3.00 and £2.00.
7. Report of the Hon Fixtures Secretary
An invite from the Air Cadets has been received for a gala being held on the 24th November 2007 at RAF Cranwell this was discussed and agreed that a team from the County would be entered subject to the County being able to field a team.
8. Report of the Hon Masters Sec
NS stated that the National age groups for snrs are 18-24 County are currently 19-24 NS said that this needs to be brought in line. NS proposed DH seconded and all in attendance agreed.
NS stated that the Carol Patch memorial trophy is awarded on a point’s basis for team events. Currently the 19-24 points are not included in this she feels that they should now be included this was agreed and will be introduced for this year.
9. Report of the Hon RLSS Secretary
LW reported that there would not be any Lincolnshire County Championships this year. Regional events will take place on the 15/16th September at Nottingham and National Championships on the 10th November at Ponds Forge Sheffield.
The new resuscitation protocol has now been brought in. The new awards systems are working well.
In the past all lifesaving trainer/assessors have had to attend a one day course to update qualifications but a study pack has now been introduced the lifesaving society having purchased packs for all current trainer/assessors.
10. Report of the Hon Champs and Age Group Secretary
Counties all went well this year. There was only one championship record broken which was Matt Storr (LV) in the 100fr.

Report of the Hon Treasurer
Request received from S.Allen for a contribution towards travelling costs for BS at Manchester. JS unable to confirm which category S.Allen now falls into. JS to ask for clarification but sees no problem with the request.
Request received from LV for assistance towards the cost of their head coach’s next course. The cost of this being £1800.00. JS declined this saying that it was a professional qualification and would set a precedent for all the other clubs in the County.
JS stated that the County would make a contribution towards the Talent pathway of £3000.00 this would be funded by the increased entry costs for next years Counties. JS will also apply for a Lincolnshire County Council grant to match fund this.
JS suggested that all other applications for grants should be stopped so that the County could support swimmers through the talent pathway – this was discussed and agreed that the grants should continue.
The Loughborough long course training will continue to be supported by the County.
Request received from Mel Moss from the East Midlands Region asking if the Lincs ASA could discuss their position in making a contribution towards the work offered by the Lincs swimming officer. JS stated that he would need more information on this and would contact Mel Moss.
12. Report of the Hon Records Officer
88 new claims received for boys 61 have been accepted which include 3 not set at the Counties. 111 new claims received for girls 66 have been accepted.
RW has sent lists to each club and the person that signed the claim indicating an acceptance or rejection. RW now needs to format all for publication.
A discussion took place about the old records that had been set by S.Wainright for 9/10yrs boys it was agreed that the records for these ages but be set as of the 1st County gala and that his old records would not be reinstated.
It was agreed that clubs that send in claims electronically no longer need to send the secondary claim form as well.
13. Report of the Hon Officials Sec
No information received yet re new exam structure that starts in October, existing exams end on June 30th with all practicals to be completed by Sept 30th. We have 5 candidates doing the new referees course bring run by our ref tutor Steve Smith.
14. Report of the Hon Education Sec
PC is currently running a level 2 course, in July will be running a level 1 for Gainsborough and TD, then in August a level 1 in Lincoln before the UKCC courses start.
Long course training at Loughborough has been very well accepted this year resulting in having to reduce the amount of lanes clubs have each time. A fourth date in October has been introduced which is full.
PC has an update on School Swimming if any club wants a copy of the disc.

17. Report of the Hon Water Polo Sec
AB reported that Dave Lord has got the County water polo trophies in his safe. NS said that there has not been any nomination for the John Grant memorial trophy that is awarded annually at the County Championships for some years.
The recent UKCC level 1 course held at Yarborough 11 candidates attended and all passed. Some water polo sessions have started at Yarborough on a Saturday night, so far has not been well attended but hoping it will pick up.
Sessions at City School and Horncastle are also due to commence.
There is also a facility were clubs can hire out water polo equipment.
Other than Grantham Kings Spalding is the only team in the County playing in a league. RAF also has a team. AB will try and arrange a mini tournament.

NS has now stood down as a delegate on the East Midlands board the County can send a replacement until the AGM – PC also attends at present.
DH explained that the coaches had all met at the first of the County Championships and a further meeting had just been held at Horncastle. A further meeting is planned for the 17th May and the coaches have been asked to bring to this meeting any pool availability they may have. F.Furniss, J.Grange and A. Marvin will also be attending this meeting. A further sub-committee meeting will be arranged after this.
NS asked if it was necessary to have a Champs sub-committee meeting to produce the schedule for next years Counties – it was agreed this would not be required and that NS is happy to produce schedule for agreement at the Exec meeting.
