Minutes of the Executive meeting held on Tuesday 7th October

Matters arising
Item 4 – MR reported that Lynn Chapman will still progress a County day but other commitments have altered progress, DH said that when Marc Foster takes up post DH would expect the MF would be involved in this.
NS asked if the Masters clinic went ahead – No one knew but suspected that it had been cancelled.
Item 8 – M.Kebble felt that the Gainsborough master’s swimmers record claim had been misreported and minuted at the last meeting.
NS said that the claim had been made 5 days after the allowed 28 days claim and had been rejected as being out of time; MK did not dispute this and agreed that the club knew the claim was out of time.
MK stated that his concern was with the formation of a new age group for the 75+ and no reason for not allowing this had been stated in the minutes.
JS said that the reason behind the decision is that currently there are only 1 or 2 swimmers in the County that fall into this age group.
MK stated that records in 75+ can be claimed at regional/national and international level and feels that the County should be in line with this. This matter was discussed at length. GD said that it had been agreed at the last meeting to stay as 70+ but there is no reason why if a proposal was put to the County Exec in the future this matter could not be re-discussed.
NS asked that if in future claims for master’s records are being made by the club could this be indicated on the claim form.
Item 19 – 2 meeting held prior to the ACM – officials meeting was well attended – Masters not so well GD not clear how masters swimmers were invited to this workshop.
Aquaforce regional winners were Long service Laurie Webster and young volunteer Zoe Greenwood.
Item 20 – JS has received an e-mail from the new centre manager at Sleaford regarding the pool time booked for the pathway on a Friday evening to date this time has yet been used do we still require.
Deepings already train on a Friday and feel that 8 -10 pm is too late, Boston agree that the time is late, but would possibly have swimmers attend if times were 7 – 9 pm as originally planned.
GD said that Boston pool would be unavailable from 17th Nov until the New Year, the Sunday time is being given to the public during this period.
DH said that there is a steering group meeting planned for the 21st Oct, the Sleaford pool time could be discussed then. After taking 9 months or more to agree this pool time JS feels that it would be a shame to lose now, it was agreed that JS would contact Sleaford Pool and inform that the time would be required after Friday 7th November when the pathway Coach is in place. JS to check pool time, although DH feels that MF might not commence sessions until he has built up a relationship with the coaches.
Discussion took place about pool time available through Leisure Connections for all clubs it was agreed that a meeting should be arranged with the directors of LC – DH to write asking for a meeting.

E-mail received from Peter Birchmore to say that the formation of Skegness SC had been accepted by the ASA. JS to update County website.

Minutes of the Swimming Committee meeting held on 3rd
September 2008
No minutes circulated – DH reported that the selection for the team for the inter-counties had been made at this meeting selection being made from current rankings.

Report of the Hon Fixture Secretary
Team selection has been made, on paper this is not a problem, however due to swimmers that had been selected either having stopped swimming or are not training due to illness the full team is still not fully confirmed.

Report of the Hon Masters Secretary
Masters entries for this year are up by about 80 swims, the 100fr is very popular; overall entries for each event are very good.
MK stated that some master’s swimmers felt that the entry price of £4 per event was high in line with other master’s competitions, and that masters would be priced out of competitions. MK stated that if the entry price is the same then masters should have “like for like” facilities.
JS explained that the County had agreed to contribute towards the ongoing costs of the pathway coach; income generated from the County Masters and Age Group Championships goes towards these costs.
This matter was discussed at length and agreed that entry costs for masters would remain in line with age group. JS confirmed that entry fees would be held for 2009.

Report of the Hon Champs and Age Group Secretary
NS had nothing to report.
MR had been asked to raise the fact that disability swimmers can not take part in the County Champs as there are no published qualifying times. NS said that in the past she had asked the region for guidance on the procedure for qualifying times and the process to include disability within the champs – no response or guidance received.
SG said that there is a major problem with not enough assessors to categorise the swimmers, before classification swimmers can attend meets as a “guest” – MR asked how do swimmers in clubs find out about events being held – SG has just heard that Disability Sport England are holding a development meet on the 19th October. SG said that not having an IPC rep in Lincoln does not help. DH at the next board meeting will raise these concerns.

Report of the Hon Treasurer
JS reported that the accounts for this financial year have been finalised, these will now be audited.
LCC have given £9k over 3 years for the talent pathway.
There is still an outstanding invoice to be received from the Meres for food provided at Counties 2008. £600.00 affiliation reduction for clubs that assist with counties.
Profit includes 5k for the pathway, which was due to start in January 2008 but was delayed.
JS has not pursued sponsors as he feels this distorts accounts.

Report of the Hon Officials Secretary
GD said that a venue is required for the referee’s exam on the 8th Nov – CH suggested Yarborough – CH to book for 10.00am.
CH asked if the mentor for the referees could be contacted as no feedback has been given from the last exam taken. GD to contact.

Report of the Hon Development Secretary
Report circulated on the results from the workshop held at the last Lincs development meeting. Request from BK that secretaries send him a few bullet points about the needs and challenges facing their area.
NS asked if this could be clarified as to what was required.
NS asked why masters had been missed from the other disciplines listed when this had been pointed out to the development officer previously – CH said she felt this had just been an oversight on BK part and not intentional.

Report of the Hon Open Water Secretary
Open water season has now closed with the final swim swum at Holme Pirrepoint last August. No Lincolnshire swimmers have competed in open water events around the region.
The ASA and GB swimming are now looking to really push open water after the success of the British swimmers at the Beijing Olympics. Selection for regional camps is by rankings from the 800/1500 so hopefully we will be seeing some Lincolnshire swimmers in the future.
One of the problems is the reluctance of coaches to promote open water but with this now being an Olympic sport, hopefully this will change.
EMASA is planning to run a come and try it training day in the New Year.

Report circulated, it was agreed by all that Guy Dix would be the deputy representative to the board, in the event of DH being unable to attend.

Club Coach update
As discussed earlier post due to commence from 1st November, MR explained the background of MF, MR feels that he will do well in the post.

Boston file has been submitted for validation.
22.
Welfare
From the 1st January the process for CRB renewal will change, letters will be sent out 6 months prior to renewal to individuals reminding them that renewal is due, 2 months prior another reminder will be sent. Clubs will still receive print outs so they are aware whose is due for renewal.
CH said that pathway coach needs to have a CRB completed for his post with this being a paid post there is a charge of £50.00 from the ASA for this to be carried out. JS suggested that MF pays for this then when in post claim back the cost from the EMASA as expenses.

Proposal of officers for 08/09
Joanne Highfield has volunteered to undertake the County treasurer role; Jackie Wright has volunteered to be minute secretary. All those present have agreed to continue in current positions, except S.Gunter who wishes to stand down from the role of County disability officer.
DH to contact those not present to confirm they wish to re-stand.
JS stated that there could be a conflict of interest with GD remaining as the independent auditor whist carrying out his 2 years as County president.
JS will undertake this role during this time.

AOB
JS received an e-mail from CASA asking if their achievement at the Lincolnshire Junior Swimming League could be put on the Lincs County website. This was discussed and agreed that as they are not part of Lincolnshire ASA this would not be appropriate.
JS said that County affiliation fees would remain the same for 2009.
