Standard image Paint.NET is a freeware image editing application which includes a number of effects built in (see here for details)

Paint.NET also allows plugins which affect the image or allow special file types to be opened and saved.
There are currently hundreds of plugins available so knowing where to start is quite difficult.
This site aims to give a quick idea of what plugins are available.

All of the effects plugins have been applied to a standard image of a parrot (which was a recognisable image and featured a variety of colors) to give an idea of what they do.
Many of the plugins featured here have a great deal of customization and may be capable of quite varied results.
All the plugins are listed by the standard Paint.NET categories. The actual plugin may appear on a different menu.

I plan to review all the plugins now that Paint.NET 3.5 is released. There are some new built in effects and others may have compatibility issues. This may take some time!

These plugins allow non-standard file types to be used for loading and saving images.
Some enhancements to Paint.NET are external tools or special plugins that allow users to produce their own effects.
Adjustments should alter the colors in an image without affecting the layout.
Artistic effects can make digital photos look like they are hand-drawn/painted. They also include more extreme color effects.
Add a blur to the image.
Distortion Effects move the pixels of the current picture. They should not add or remove detail or change the colors.
Noise effects are intended to add or remove noise from the picture.
Photo effects are intended to be applied to digital photos to enhance the look or clean up the image.
Render effects add completely new elements to your image.
Apply a style to the image. Transparency effects are included in this category.
