Owen, Charles Lanyon's brother-in-law, succeeded his father as architect to the Board of Works and as such might have been expected to produce standard designs of unflamboyant character. Instead, his buildings contrive to be boldly individual, and even the designs produced by others in his large office (Cat. 143, 144) have a marked quality of their own.
