NEWNHAM PARISH COUNCIL

Minutes of meeting held on 9th February 2009 at 7.30p.m. in the Village Hall.

Mr W Nunneley was also present.

This meeting was held on a snowy, icy night having been postponed from the previous week due to very adverse weather conditions.

967.09   APOLOGIES FOR ABSENCE

Cllrs D Messenger and A Wade.  County Councillor R W Brown.

968.09   DECLARATIONS OF INTEREST

There were none.

969.09   TO APPROVE AND SIGN THE MINUTES OF MEETING HELD ON 5th JANUARY 2009

On a proprosal by Cllr J Lawrence it was RESOLVED that the Minutes of the meeting held on 5th January 2009 be approved and signed as a true record.

970.09   VACANCY FOR PARISH COUNCILLOR

On a proposal by Cllr J Lawrence it was RESOLVED to co-opt Mr W F Nunneley on to the Council, this was unanimously approved.

971.09 PUBLIC TIME

No members of the public were present.

972.09   NEWNHAM VILLAGE HALL

It was RESOLVED to defer this to the next meeting.

973.09   NEWNHAM AMENITY ASSOCIATION

It was RESOLVED to defer this to the next meeting.

974.09   ROYAL MAIL COLLECTION BOX

Three possible locations have been identified.  Cllr D Cooke agreed to take a photograph of the preferred site and email this to the Clerk so the matter can be progressed with Royal Mail.

975.09   WNDC Enquiry

Cllr H Ferguson reported on the initial stages of the enquiry.  WNDC have indicated they feel the Danetree application is premature with poort connectivity and poor public transport.  It is felt that Danetree is a separate development.  Some essential statements and reports still need to be tabled. There is a long way to go in the Enquiry.

976.09   VILLAGE DESIGN STATEMENT

It was RESOLVED to defer this to the next meeting.

977.09   CORRESPONDENCE

Email re rubble in churchyard – The email from Mr B Cox was read out and Cllr J Lawrence offered to have a look at the location to see whether a skip is required.  He will report to the next meeting.

978.09   NEIGHBOURHOOD WATCH

No report was available.

979.09 PLANNING

a) Email from M Rushall – The Clerk read the email which queried the Council’s understanding of planning procedures.  The Clerk will obtain full details from Daventry District Council.

b) DA/2008/0896 – Checkleys Barn, Daventry Road – This application has been refused.

c) DA/2009/0034 – Construction of dwelling with attached indoor swimming pool and detached garage – Land to the rear of Ivy Lodge, Badby Road – No objection was raised but the following observation was made “The entrance from Bradbury Road is totally unsuitable for access by any large vehicle as there is no lead into the driveway and there is concern that damage may be caused to the newly laid road surface”.

d) DA/2009/0046 – Two storey side extension and bay window to living room (revised scheme) – Rambler Cottage, School Hill – No comment was passed on this application.

980.09 HEALTH AND SAFETY

Reflective Jackets –It was RESOLVED that the quote from BACA for 6 hi-viz vests was accepted.

981.09   HIGHWAY MATTERS

It was RESOLVED to defer this to the next meeting.

982.09   PARKING ON THE GREEN

It was RESOLVED to defer this to the next meeting.

983.09   WAR MEMORIAL

It was RESOLVED to defer this to the next meeting.

b) Monies Received - £481.22 grant from Northamptonshire County Council towards grass moving and £122.49 bank interest.

c) Financial Statement - The bank statements and reconcilation statement were available for inspection.

985.09   FREEDOM OF INFORMATION

It was RESOLVED to defer this to the next meeting.

986.09   MAY and JUNE MEETINGS

The May meeting will be on Monday 18th May.  The Annual Parish Meeting will be on Monday 1st June and the normal Parish Council meeting on 8th June.
