QUARANTINE FOR PETS

Conclusion

6.1

As explained in paragraph 4.8, the Government is finding suitable independent scientists to carry out an assessment of the alternatives it has identified to the current policy of quarantine.

6.2

This assessment will have to be thorough and considered. It is extremely unlikely that it will be concluded before early 1998. The assessment will be published by the Government.

6.3

In the light of the assessment and other relevant developments, the list of options set out in paragraph 4.10 may be reduced, expanded or otherwise modified.

6.4

In any event, the Government will move to full public consultation in due course on the options which then appear most promising. This process is likely to take a further few months. The Government will also need to hold discussions with other EU Member States and the European Commission.

6.5

The Government's view is that even if, in the light of the results of the assessment, changes to the current quarantine rules appear justified, it is most unlikely that any new arrangements could begin before the second half of 1998. This timetable could be further prolonged if in the meantime, proposals are tabled for new EU legislation.

FOR THE TIME BEING THE EXISTING ARRANGEMENTS REMAIN IN PLACE. THEY WILL CONTINUE TO BE FULLY AND RIGOROUSLY ENFORCED SINCE THEY REPRESENT OUR CURRENT MEANS OF KEEPING THE UK RABIES FREE.
