Formed by a number of independent regional contractors, each with a franchise for a set period. The number of franchises has changed over the years to provide an increase in the coverage of service to the various regions. In addition a franchise to provide an early morning service was awarded commencing in 1983; covering ALL regions of the country from 06:00am to 09:25am each day.

The contractors providing services has undergone various changes over the years (the first On Air - Associated Rediffusion, the latest - GMTV), the significance of their contribution to the Network has varied, although the content of programming has differed very little.
