The New Political Media Network

And the National Community Forum

(That will become eventually the People's Parliament)

 It should be made clear that the ERS is only a tool but it is a very powerful tool that comes with a great responsibility. To balance this power and responsibility the ERS must include a National Community Forum that will in time become the People's Parliament.

This is a very simplistic three-pillar model. The first pillar is the ERS that functions as the tool whereby the electorate can exercise their Governing Vote. The second pillar is the Political Media Network for the government to present its proposals to the people. And the third pillar is the National Community Forum where people can debate government proposals and any other topical issues.

 The key to the third pillar is 'getting the people connected nationally'. This can be accomplished, in the short term, quite rapidly via the Internet. Once the concept of a national community forum is presented to the people as a new kind of media that acts as a focus for local and national activities (Information, news and social entertainment etc), and as a forum where the nation can voice its views, ideas, interests and concerns as a powerful way to influence the government; then, in time, it will expand and embrace the nation. Since this new media would reach the people nationally there would be a strong commercial interest in the creation of what will become a powerful network of national awareness.

The basic structure of this network already exits in most countries. Many counties or states have web sites that can be adapted and linked together into a central forum. Post code or zip code web sites could then be added and the system would grow. Gradually public interest will awaken to a new kind of national entertainment media that also acts as a national forum where the will of the people can actually influence the government. As this idea captures the imagination of ordinary people then the network will become a powerful force within a nation. And since it can reflect the will of the people it would be a voice that they never had before.

In time a dedicated national Intranet system would replace the old insecure Internet network and a new political system will emerge with the introduction of the ERS. People need to be nationally connected and have the means to say yes or no to government proposals.

 The Political Media Network should act as an information center and the Community Network as an interactive forum for the people. Every individual would have their connection to the network via a personal Community/ERS terminal. Every poling-area would have its own site and every constituency would have its collective site (of poling areas) on the Network. From the grass roots up the people would be involved. It would mean a new industry and hopefully a new intelligent entertainment for the people.

Some safe guards could be placed within the Community Network. Since the Network would have had local area polls on the run up to a referendum then some form of monitor could be mathematically applied to the ERS results. If any serious discrepancies were found a full public inquiry and a second referendum would follow.

 There are many ways of securing a dedicated electronic voting system and new technology will constantly improve the security of the system. Through technology people will gain the freedom to participate in the running of their nation.
